PHILADELPHIA — Vice President Joe Biden leaned on his personal relationship with Hillary Clinton Wednesday evening to make the case for her candidacy, arguing the “times are too uncertain” to elect her rival, Donald Trump.

“Everybody knows she’s smart. Everybody knows she’s tough. But I know what she’s passionate about,” Biden said in his prime-time remarks at the Democratic convention.
