Harriette Walters, the D.C. tax office manager who masterminded the $50 million tax embezzlement scheme, was addicted to alcohol, drugs and gambling and genuinely wanted to help others as she handed out millions of dollars to friends, according to court papers filed by her attorney.

Walters, 52, faces between 15 to 18 years in prison at a sentencing hearing scheduled for June 16.

Walters considered herself a “benefactor” to her staff and co-conspirators, according to the filings. She helped buy clothes, and paid for school tuition and funerals.
