The D.C. Council gave its final approval to a plan that redraws the boundaries of the city’s eight wards to meet the population changes reflected in the 2010 census. The plan went through its third and final change before being approved by an 8-5 vote on Tuesday. At the request of Ward 3 Councilwoman Mary Cheh, the council shifted east a line that once divided the Woodley Park neighborhood. The entire Northwest neighborhood, once split by Connecticut Avenue, will now reside squarely in Ward 3. But the change added even more residents to a ward that is already close to the maximum population allowed by law. “We should have done more to make the wards more even,” said Ward 4 Councilwoman Muriel Bowser. – Freeman Klopott
