Environmentalists praised Westminster?s global warming resolution, despite its omission of any specific deadline.

“It?s a step in the right direction,” said Dan Andrews, energy chairman of the Catoctin Group, a Maryland chapter of the Sierra Club that encompasses Carroll, Frederick and Washington counties.
