2008 had barely begun when a gunman burst into Cherry Hill New Year’s party, ordered everyone to the floor and demanded money.
When Lindwood Colvin, 28, refused to turn over his cash, the intruder shot him repeatedly in the chest. It was just two minutes after midnight, and Baltimore already had a homicide victim.
In all, 234 people were slain in the city last year — or just about two homicides every three days.
“It makes me question the mind-set of the people engaged in this violent acts,” said Mayor Sheila Dixon. “You could have police officers on every corner, and people would still go after other people. We really need to get to the root of it. What causes someone to go after someone else out in public and care so little about the loss of life?”
Most of killings, 192, came from a gun, fueled by the deadly mixture of easy access to illegal weapons and misplaced rage.
Dawn Shipley was fatally shot May 3 in the 500 block of Brunswick Street by an unknown assailant who, police say, drew a gun after she refused to give him a cigarette. Edward Baylor, 32, and Rebecca Meekins, 16, were gunned down during what authorities called an “extreme” case of road rage. Even a former city councilman, Kenneth Harris, was killed during a botched robbery outside a Northeast Baltimore jazz club.
“They have one thing in common: prior gun offenses,” city Police Commissioner Frederick Bealefeld said about half the offenders. “I’d love to believe they’re reformed and they’re going out and putting in job applications at IBM. But I know that bad guys with guns get guns again.”
And so, police focused their resources on guns and saw immediate results. Baltimore’s 234 homicides were almost 50 fewer than the 282 in 2007, an 18 percent drop. It is the lowest number of killings in one year since 1988.
Near the end of January, the city went eight straight days without a homicide. In February, an entire week passed without a killing. Between June and July, another week passed without a slaying. Five days passed between July and August and another five straight passed in October homicide-free.
Shootings dropped from 637 to 567, a decrease of 11 percent. Aggravated assaults with guns dropped by 5 percent.
But Baltimore resident Cathy Pearson, who lost two sons to gun violence, says she doesn’t feel any safer.
“It’s really senseless,” said Pearson, whose oldest son, Charles Massenburg, 33, was killed outside a nightclub on Nov. 1, 1997. Her youngest son, Damon Massenburg, was 32 when he was shot Aug. 12, 2000, during a robbery in the 1900 block of Edmondson Avenue.
“It’s even more senseless now,” she said. “I work for the court, and if I don’t hear it on TV, I see it every day. It’s horrible.
Homicide count Bealefeld said the lower homicide total is because of the work of many city and state agencies, including the police.
“A lot of focus is around the homicide number,” he said. “It’s the galvanizing crime of Baltimore. It is the issue that people make their first blush judgment about your effectiveness. I’ve been here 27 years. I know that’s not some new standard. That’s been the standard for at least the last five or six police commissioners.”
But as homicides and shootings decreased, violent crime remained the same. And overall crime increased by 1 percent. Disturbingly, robbery with guns increased by 9 percent.
“”We took a hit on robberies, and I think we can do better on that issue,” Bealefeld says. “We really have been hammering away at guns, It’s not just, ‘Go out and arrest bad guys with guns.’ ”
The Gun Tracing Task Force, GunStat, Gun Offender Registry — along with serving outstanding warrants for suspects with a history of gun crimes — have contributed to what Bealefeld calls a systematic approach to fighting gun crime.
The department started off 2009 by seizing 48 guns and arresting 44 suspects, including two seizures by Bealefeld personally. The total number of firearms seized in 2008 was 2,695.
Bealefeld said officers have seen a rising paranoia among gun criminals.
“They think law enforcement is omniscient,” Bealefeld said. “They think you have cameras mounted on seagulls, that everybody’s an informant, that everybody’s a cop. The level of paranoia is crazy. They think you know everything. When you knock on their girlfriend’s door or their grandmother’s door and say, ‘Came to give you a hug, just to say we love you, that’s it,’ it gets in the guy’s brain.”
Closure rate Even as police make progress against homicides, closing cases have proved difficult.
Colvin’s slaying remains unsolved, as does Shipley’s and 138 other killings.
In all, the city’s homicide division has a 32 percent clearance rate for this year’s homicides and a 45 percent overall clearance rate.
“I’ve heard that a lot of homicides go unsolved,” said Shipley’s twin sister, Diana. “I feel an emptiness in my heart. It’s a void I don’t think I can ever fill.”
Sheryl Goldstein, Dixon’s director of criminal justice, said city leaders have improved collaboration am among agencies but could do a better job “improving clearance rates for all crime.”
Bealefeld said he wants improved training, accountability and communication in the new year. He also wants to improve the agency’s focus on robberies.
“One of the things that’s hurt the police department is the turnover of police commissioners,” Bealefeld said. “You’re not going to see in ’09 some new manifesto about policing. It’s going to be community engagement, building strong partnerships, targeting offenders. That’s what it’s going to be for as long as I’m here.”
Dixon says she heartened that record number of citizens have participated in Citizens on Patrol walks with the police department. She says sharp drops in homicides in East and West Baltimore also give her hope.
But the mayor acknowledged that Baltimore’s problems need a “holistic” fix that’s at times outside the range of the city government.
“We can tighten up our gun efforts, sending the kind of message that New York has sent,” the mayor said. “But you have to look at what’s happening in those families. We can’t go in and raise their children for them.”
