Fairfax investigators aid in probe of 1996 Culpeper killing

Fairfax County authorities are assisting in the renewed investigation into the 1996 slaying of a 74-year-old woman in Culpeper County.

Thelma Scroggins was found fatally shot in her home on July 14, 1996. The Fairfax County police and commonwealth’s attorney’s office are now investigating her death, officials said. Investigators posted new flyers near Scroggins’ home with her photograph and contact information for tipsters to use last week, the Culpeper Star-Exponent reported.

In February, a federal judge overturned the capital murder conviction for 31-year-old Michael Wayne Hash, who was arrested in 2000. The judge cited police and prosecutorial misconduct and the ruling prompted the new investigation.
