Annapolis police charged Leguisamon with 54 counts of prostitution, 13 counts of human trafficking charges and four counts of operating a prostitution business.

U.S. Immigrations and Customs officials charged Hernandez with conspiracy to transport individuals for purposes of prostitution. He is an illegal immigrant from Mexico with a previous prostitution arrest, documents said.

Both men recruited females to work as prostitutes, and advertised their businesses by handing out cards to potential clients, police said.

Some of the women were in the country illegally and were working as prostitutes to pay off debts owed by themselves or their families, police said.

Leguisamon said he could make deliveries to as many as 20 houses a day, five days a week, police said.

Hernandez’s delivery service belonged to a larger operation based out of Riverdale, according to charging documents filed in federal court in Alexandria.

Hernandez instructed his women to charge $30 for 15 minutes of intercourse.

During an interview with an U.S. Immigration and Customs Enforcement special agent, Hernandez admitted that he’d been delivering prostitutes from 2005 to 2011.

He picked up girls at the Greyhound bus station in the District at the beginning of the week and drove them to an apartment in Riverdale. He’d pick up the girls each morning and drive them to Virginia and Delaware to have sex with paying customers.

The prostitution operation took in about $2,000 a week. On Sundays, Hernandez took the weekly earnings to the owner of the prostitution delivery business.

Hernandez was paid $500 each week.

Hernandez has a previous conviction for prostitution. In January 2009, he was arrested for aiding prostitution in Fairfax County, convicted and sentenced to 30 days in jail.
