EVE OF SUMMIT: German Chancellor Angela Merkel and French President Francois Hollande remained at odds over the biggest steps needed to stop Europe’s spiraling debt crisis. The two met ahead of a summit of European Union leaders on Thursday and Friday in Brussels.

PLAN FOR GROWTH: Merkel did rally for a French-led €130 billion ($162 billion) EU-wide stimulus package.

ON THE AGENDA: European leaders are to discuss a banking union that Hollande favors and a German-backed proposal for the 17 euro countries that use the euro to surrender more control over their national budgets.
