Westminster woman charged with prostituting her relative

A Westminster woman arranged for a 17-year-old relative to work as a prostitute in exchange for drugs and money, police say.

Deborah Gail Frock, 38, was being held on $5,000 bond after a hearing before a Carroll County District Court judge Tuesday.

Frock, 38, prostituted the 17-year-old girl as far as Massachusetts and arranged for her to participate in pornography in return for drugs and money, according to charging documents.

After the victim told state police in the spring what was allegedly happening, authorities raided Frock?s house on Liberty Road, police said.

The year-long investigation is continuing.

“It went from a missing person to drugs to child pornography to you name it ? it?s all there,” said Trooper Todd Liddick. “And pretty much everything the victim has said has been corroborated.”

In return for crack cocaine and $140, Frockarranged for the victim to have sex with a truck driver traveling to Massachusetts in September 2006, according to court documents.

When the girl returned the next day, Frock took her to Pennsylvania, and she was reported as missing.

About two weeks later, Frock had the teenager participate in a pornographic filming in Westminster, for which Frock was paid $500, according to the documents.

And last summer, eight men paid Frock $20 each to have sex with the victim at Frock?s house, and within weeks, six men paid Frock to have sex with the victim, according to the documents.

Frock used the Internet screen name MDgirls4unow to set up two more sex meetings, which happened within days of one another, documents show.

The computer of another suspect in Montgomery County is being investigated, Liddick said.

“Basically, it all came together for us with the resources available,” Liddick said.

Frock is scheduled to appear in court Dec. 6 for a trial or hearing.
