A newly leaked draft of a House Republican Obamacare replacement plan reveals that it still contains a key feature that is hated by conservatives.
A leaked draft dated Feb. 24 reportedly still includes new tax credits pegged to the age of the person getting insurance on the individual market, which is for people that don’t have insurance through their job.
A prior leaked draft dated Feb. 10 also had tax credits. That draft surfaced recently and sparked an intra-party kerfuffle as conservative senators and the House Freedom Caucus want tax deductions instead of refundable tax credits.
The latest Feb. 24 draft, first reported by Politico, does consider not allowing wealthier Americans to qualify for assistance, but no specific action has been put in the legislation.
The draft also reportedly includes a new reinsurance fund to give insurers payments to help stabilize the individual marketplace.
It also includes phasing out the Medicaid expansion and replace Medicaid funding with a per-capita cap, which was in the earlier draft of the legislation.
Republicans have said they hope to get the final legislation introduced and passed out of committee this month.
Spokespeople for House committees responsible for drafting the bill didn’t immediately return a request for comment.
