Ex-Upland city manager pleads in corruption case

RANCHO CUCAMONGA, Calif. (AP) — Upland’s former city manager — who was charged with misusing thousands of dollars in public funds — has pleaded no contest to felony conflict of interest.

Robin Quincey entered the plea Tuesday. He faces up to a year in jail and must repay $50,000 to the city

Prosecutors dropped charges of unlawful misappropriation of public money, gaining personal benefit from an official contract and lying under oath.

The Ontario Daily Bulletin (http://bit.ly/1CP5GQT) says the case involved allegations that Quincey benefited from a $50,000 contract the city reached with a law firm in 2010.

Quincey was arrested two years ago during a corruption investigation involving former Upland officials.

Former Mayor John Pomierski pleaded guilty that year to a federal bribery charge and was sentenced to two years in prison.
