The man who is believed to have carried out Monday night’s attack at an Ariana Grande concert in Manchester, England, had recently traveled to Syria and Libya, according to reports.
The New York Times reported Wednesday that Salman Abedi, 22, visited the two countries, which are strongholds for the Islamic State.
The Islamic State said Tuesday that it was responsible for the attack at Manchester Arena, which left 22 dead and more than 55 injured. Abedi also died.
Police say Abedi set off an improvised device as concertgoers were leaving Grande’s show late Monday night.
British officials now believe it’s unlikely Abedi acted alone.
“It seems likely — possibly — that he wasn’t doing this on his own,” Amber Rudd, Britain’s home secretary, said Wednesday on BBC radio.
Greater Manchester Police said they arrested three men in Manchester on Wednesday as part of their investigation. Four people have been arrested so far.
British Prime Minister Theresa May said Tuesday the United Kingdom raised its terror threat level from “severe” to “critical,” the highest possible level, following Monday night’s attack.
