Garland signs agreement with Ukraine to investigate Russian war crimes

Attorney General Merrick Garland signed a deal Tuesday with Ukraine’s top prosecutor to strengthen the ability of the United States when it comes to investigating Russian war crimes committed during the invasion.

Garland and Ukrainian Prosecutor General Andriy Kostin participated in the signing ceremony at Main Justice in Washington, D.C., on Tuesday.

The attorney general said the agreement would allow the U.S. and Ukraine “to work more expeditiously and efficiently in our respective investigations of war crimes.”

“America and the world have seen the horrific images and heart-wrenching reports of brutality and death caused by the unjust Russian invasion of Ukraine,” Garland said. “I reiterated to the Ukrainian prosecutor general the Justice Department’s commitment to standing with the people of Ukraine in the face of those horrors. In our meeting, we agreed that we will work together to pursue accountability for those who commit war crimes and other atrocities.”

Kostin added that “those who commit international crimes should be held accountable” and that the partnership with DOJ would help in that effort.

As recently as Friday, Secretary of State Antony Blinken said, “Reports of a mass grave with 440 men, women, and children in Izyum, Ukraine are heartbreaking and should galvanize our support to the brave Ukrainians seeking to liberate their homeland.”

The United Nations, as well as groups such as Amnesty International, have detailed Russia’s alleged war crimes in Ukraine.
