Man found incompetent to stand in three trials

A Baltimore City man is not competent to stand trial in Anne Arundel in three separate cases involving rape and assault.

The state Department of Health and Mental Hygiene also found that Christopher Parr, 29, is a danger to himself and others, said Laura Kiessling, assistant state?s attorney.

Circuit Judge Paul Hackner on Tuesday remanded Parr to the state?s custody where he is expected to remain at the Clifton T. Perkins Hospital Center, a maximum-security psychiatric hospital in Jessup, Kiessling said.

However, if Parr “becomes competent, we will try him,” Kiessling said.

Parr allegedly raped and choked a 62-year-old Brooklyn Park Laundromat employee. While he was at the Clifton T. Perkins Hospital Center awaiting trial, heallegedly assaulted two correctional employees, according to court records.

Roland Walker, Parr?s attorney for the initial rape charges, said Parr could not stand trial based on an independent psychiatric evaluation he obtained, which also found him incompetent.

“I have discussed the [mental health] report with Mr. Parr, and I?m not sure he is able to understand,” said Peter Terech, who is representing Parr on the assault charges while incarcerated.

“But we agree with the state.”

Parr was charged with first-degree rape and assault, theft and unlawful taking of a motor vehicle after he allegedly choked and raped a woman in July 2006 at the Village Laundromat in Brooklyn. He then stole the woman?s money and car, which police later found at Parr?s house.

The alleged assaults at the psychiatric hospital occurred November 2006 and April 2007, according to court records.
