D.C. Mayor Vincent Gray announced his new communications director on Monday while admitting his administration has struggled to effectively get out his message to the public during its first 11 months.

He also named his new deputy chief of staff after the previous one served for less than two weeks then resigned after it was revealed she voted in the District while living in Maryland.
