Who: Bergen County Improvement Authority

What: Dished out $28 million in no-bid work to just two consultants and another $14 million in no-bid construction work to a different company, all of which gave nearly a total of $1 million in political contributions to interested politicians. The top 30 best-paid in the agency from 2006 to the present received a total of about $83 million.

Why it’s an outrage: It’s easy to understand why New Jersey is going through its own budget crisis when the BCIA spends $1 on professional and consultants for every dollar it spends on bricks-and-mortar work on facilities like hospitals and parks.
