Charles County Sheriff’s detectives have charged a La Plata man in a kidnapping and rape that occurred nearly 27 years ago.
Joseph Louis Herbert Jr, 55, was indicted by a grand jury in Charles County in connection with the abduction of a 22-year-old manager of a fast food restaurant on Aug. 23, 1985.

The suspects abducted the woman when she went to make a deposit, drover her back to her restaurant and order her to unlock the business, authorities said. Once inside, the men sexually assaulted the woman and took money from the safe.
The woman was stuffed into the trunk of her car and abandoned. A police officer noticed that the car seemed out of place, and when he checked on it he heard the woman’s screams, authorities said.
Deputies said Herbert was matched to the crime through DNA evidence.
