Mom seeks justice in son’s slaying before she dies

Kevin Bullock was one of two men found dead in the front seat of a 1979 black Cadillac DeVille 15 years ago by police who happened to hear the shots.

Two D.C. police officers were traveling on Franklin Street on March 13, 1995, when they heard multiple gunshots at 10:21 p.m. between Third and Adams streets Northeast. The police turned on Douglas Street to find the Cadillac with two unconscious passengers inside, one splayed across the other.

One of the passengers was 23-year-old Bullock suffering from multiple gunshot wounds. He was pronounced dead seven minutes later.

“I’ve been sick ever since Day One,” said Carolyn Bullock, Kevin’s mother. “I’ve been falling apart and everything is not going right in my life at all. Before I try to leave this world, I would like to have some justice.”

Bullock’s mother has not given up hope that justice will be found for her son. She described him as active and helpful to others. At the time, he was taking care of his elderly grandfather who had suffered multiple strokes.

Bullock and the other passenger, Parran Holley, were driving down the street when a van pulled out in front of the car and opened the back door. The perpetrators then opened fire. Police believe those in the van knew the two victims in the Cadillac.

Another gunshot victim was found near the scene and survived. A U.S. Army .45-caliber pistol was found in the 2400 block of Second Street. A total of 37 shell casings and eight slugs were found at the scene.
