The D.C. Council chairman introduced legislation to ban the designer drug known as K2, or “spice,” in the District. The drug, which is sold as herbal incense, is smoked or snorted, and it causes an intense high and hallucinations. It has been compared to marijuana but is said to have a more drastic effect. It has so far been outlawed in 38 states. K-2 is made with a chopped blend of herbs and botanicals and is then mixed with a synthetic cannabinoid.
