Rustam Minnikhanov, president of the Republic of Tatarstan, with presides over Kazan, called the alleged shooter a “19-year-old terrorist,” according to the Washington Post.

The alleged shooter has been detained, and officials do not believe he had any accomplices.

There was an explosion that preempted the shooting, witnesses said, though it’s not clear what caused it.

Russian President Vladimir Putin has been briefed on the situation and sent his condolences to the families, according to a statement from his office. He also instructed the government to provide medical and psychological assistance to those who were affected by the shooting.
