Rep. Frank Mrvan (D) has won a second term representing Indiana’s 1st Congressional District after fending off a challenge from Republican Jennifer-Ruth Green.
The midterm race was rated a “toss-up” by nonpartisan election analysts the Cook Political Report and Sabato’s Crystal Ball, meaning it didn’t appear to favor either candidate in the lead-up. The last time Indiana’s 1st District voted for a Republican was in 1928, though redistricting ahead of the 2022 cycle made it slightly more favorable to the GOP.
Mrvan was first elected in 2020 after serving as township trustee in North Township from 2005 to 2021. He is a co-chair of the Congressional Steel Caucus and a member of the House Committee on Education and Labor; he chairs the Subcommittee on Technology Modernization. He has voted with President Joe Biden’s agenda 100% of the time, according to FiveThirtyEight.
Green is an Air Force veteran who served in Operation Iraqi Freedom and is a member of the Indiana Air National Guard, a commercial pilot, and founder of a nonprofit group that provides education and preparation for careers in aerospace, engineering, and math. She would be the second black Republican woman elected to the House and says her top issues are free market policies and limiting the federal government.
“Hoosiers cannot handle two more years of Biden and congressman Mrvan’s agenda,” she told the Washington Examiner back in July. “We can’t handle it economically. We can’t handle it politically. We can’t sustain it. It’s just untenable. Hoosiers deserve better and are going to get better come November.”

The race saw a large amount of spending, with Green raising nearly $3 million as of the last Federal Election Commission filing deadline and Mrvan raising nearly $2.5 million.
