House Speaker Paul Ryan won’t invite Russian President Vladimir Putin to address a joint session of Congress if he comes to Washington to visit President Trump this fall.
“We certainly will not be giving him an invitation to do a joint session,” Ryan said, referring to an address many foreign leaders have delivered to both the House and Senate. “That’s something we do for our allies.”
Ryan said he is not opposed to Trump meeting with Putin if Trump tells him to stop meddling in U.S. elections and warns him that the United States will not tolerate Russian interference.
“What I think matters is the message,” Ryan said. “If the message is stop meddling in our country, stop violating our sovereignty, then I support that.”
