A San Antonio woman was arrested Tuesday after two toddlers she was the guardian of were found “heavily soiled” and tied up in a cage, according to police.
Priscilla Ann Salais, 37, has been charged with two counts of endangering a child after the discovery of a 1-year-old girl who was “hogtied,” bleeding, and had a black eye and a 2-year-old boy who was enclosed in a playpen “like a cage,” San Antonio Police Chief William McManus told FOX 29.

The children were found on Sunday after a woman called 911 concerned about her grandchildren, who she said were in a locked bedroom, according to Salais’s arrest affidavit. Responding firefighters found the room and forced their way inside to discover the horrific scene.
“What she did to these children is unforgivable,” McManus said.
Salais was given temporary custody of the children due to their parents being under investigation by Child Protective Services for possible abuse, KSAT reports.
The children’s mother said Salais is her stepmother, and she trusted her to take care of the children during the investigation period. Salais is not a licensed foster care parent, according to CPS.
“Tell them that I’m sorry, I’m sorry that it got this far and that I should never have trusted anybody with them. And that I just want them to come home already,” Isabella, the mother of the children, said.

Salais denied the charges against her and that she abused the children in any way.
“The kids she’s taken into her home out of the kindness of her heart is because that’s the kind of person she is. Now this sensationalized version that’s being portrayed on her is totally inaccurate,” Salais’s father, Billy, said.
