WATCH LIVE: House Oversight Committee begins markup of DC crime resolution

The House Oversight Committee will begin a markup of a bill focusing on alleviating crime in Washington, D.C., on Tuesday, the same day that the Council of the District of Columbia plans to hold a vote on crime legislation.

The committee will meet on Tuesday morning to discuss several pieces of legislation, including House Resolution 5798, or the Protecting Our Nation’s Capital Emergency Act of 2023. The resolution looks to amend the D.C. government Comprehensive Merit Personnel Act of 1978 and restore police provisions that were rolled back by the Comprehensive Policing and Justice Reform Amendment Act of 2022.

Congress voted to overturn the Comprehensive Policing and Justice Reform Amendment Act, but President Joe Biden vetoed the attempt in May 2023. The federal government did overturn the council’s overhaul of the D.C. criminal code in bipartisan fashion with Biden’s signature, as well.

The committee will also consider including Metropolitan Police Department officer union bargaining “in matters of wrongdoing, as well as the timeline under which such discipline must be carried out for alleged wrongdoing.”

The D.C. Council will also meet on Tuesday for a first vote on the Secure DC Omnibus bill, a collection of several proposals and individual crime bills from council members and Mayor Muriel Bowser. The omnibus bill addresses many concerns that arose after the passage of prior crime legislation, including the police reform bill.

The House Oversight Committee’s markup of its D.C. crime resolution will begin at 10 a.m. on Tuesday.
