D.C.’s mayor invited Councilman Harry Thomas to a ceremonial signing Wedneday of a bill designed to better handle concussions in city youth sports. That’s the same councilman who settled a lawsuit by the District by agreeing to pay back $300,000 he’s accused of stealing from a city grant designated for youth sports. Thomas was one of the bill’s co-authors.
