House will debate impeachment for six hours on Wednesday

A House panel voted to allow six hours of debate Wednesday on articles of impeachment against President Trump.

Lawmakers on the House Rules Committee on Tuesday voted 9-4 along party lines to approve a daylong debate on two articles of impeachment charging Trump with abuse of power and obstruction of Congress.

The House convenes at 9 a.m. Wednesday. Trump is poised to become the third president to be impeached.

Democrats rejected proposed amendments from the GOP, including one that would allow Republicans to hold a minority hearing prior to the impeachment vote.

House Rules Committee Chairman Jim McGovern, a Massachusetts Democrat, said the impeachment vote is about protecting the republic.

Democrats accuse Trump of withholding aid to Ukraine to coerce government officials to investigate former Vice President Joe Biden and Democrats.

“I think the president behaved in a way that is reprehensible, quite frankly,” McGovern said. “I will leave here today with a clear conscience.”

Republicans spent the day in the Rules Committee condemning the impeachment process, which they said ignored the rights of the GOP minority and never produced evidence strong enough to support impeaching the president.

“We are on an awfully dangerous and awfully divisive course,” Rep. Tom Cole, the top Republican on the Rules Committee, said. “Many, many members of Congress on your side have been trying to impeach the president since the very first day.”

Democrats on the panel highlighted the evidence produced from weeks of hearings and depositions of current and former Trump administration officials, which they said show the president sought to undermine national security and the nation’s elections.

The House will convene Wednesday morning to begin the impeachment debate. The six hours will be divided evenly between Democrats and Republicans. Combined with an hour of debate on the rule itself, total debate time will amount to seven hours.

No Republicans are expected to vote for either of the impeachment articles. A handful of Democrats could vote against one or both articles.
