A Maryland man is scheduled to appear in court this month to face 321 sex-offense charges for which he was indicted in 1994.
Randall Ray Waugh, 52, of Hagerstown, is accused of sexually assaulting a West Virginia boy dozens of times beginning in 1988, the Hagerstown Herald-Mail reported. He also allegedly sexually assaulted three disabled males.
A prosecutor in Berkeley County, W.Va., told the newspaper that Waugh’s prosecution was delayed because he had been serving prison time in Maryland for a similar case. The Maryland Sex Offender Registry shows Waugh was convicted of a sex offense in June 1994.
He was extradited to West Virginia in December and will be arraigned Feb. 23.
