Washington has spent two years telling Americans the door is closing. The refugee ceiling fell to 7,500, down from 125,000. On enforcement, the Trump administration has done what it promised.

Then comes the exception. The State Department says it will admit up to 17,500 refugees in fiscal 2027, “primarily” Afrikaners, the white descendants of Dutch settlers in South Africa. In fiscal 2026, according to the New York Times, the government admitted more than 6,600 refugees, and all but three came from South Africa.
