D.C. hospital doles out $3.2M to executives

A cash-strapped hospital that was supposed to serve D.C.’s poorest residents doled out more than $3.2 million to its top 17 executives last year, documents obtained by The Examiner show.

Greater Southeast Hospital also paid more than $633,000 in bonuses to employees even as it was fending off angry creditors in bankruptcy court and asking the District government to intervene. The 17 executives were paid at least $153,000 each. Nine staffers at the hospital were paid at least $208,000, including Chief Executive Officer Cyril A. Allen, who was paid an $86,500 bonus on top of his $282,500-plus salary, the records show.

Greater Southeast officials didn’t respond to telephone and e-mail requests for comment in recent days.

Millions more appear to have gone out in the form of “executive loans,” one city hall source

said.

The District Council unanimously passed legislation Tuesday that will pour more than $79 million in public funds to subsidize a private company’s takeover of Greater Southeast. At least three District Council members were told about the salaries at Greater Southeast, but didn’t raise any questions about them publicly. One city hall source said the members were afraid of challenging David Catania, I-at large, who championed the takeover subsidy.

Catania declined comment Tuesday.

City Administrator Dan Tangherlini told The Examiner that officials were aware of Greater Southeast’s salaries and bonuses, but steered clear of the controversy because they were focused on preserving health care for people East of the Anacostia River.

“We aren’t interested in operating a hospital because we haven’t had a good track record,” Tangherlini said, referring to the publicly run D.C. General Hospital, which shuttered in 2001 amid allegations of abuse and mismanagement. “Frankly, we’re still settling claims.”
