Police officer shoots man while serving arrest warrant

An Anne Arundel County police officer shot a man in the head Thursday, the second time this week a county police officer has shot and injured a man.

County police did not name the officer who shot a man around 1 p.m. Thursday in the 1600th block of Cereal Street in Baltimore City. The officer, a seven-year department veteran, was attempting to serve a Baltimore man with an Anne Arundel County arrest warrant for robbery, said Baltimore City police spokeswoman Nicole Monroe.

According to WJZ Channel 13, police were attempting to serve 37-year-old Scott Allen Fischer.

The detective was with three other Anne Arundel County police officers and officers from the Baltimore City Police Department.

Fischer reportedly exited a dwelling when he saw the two officers and attempted to run down the officers with a car. Monroe said the man struck at least one of the officers with the car and the officer fired shots, striking the man in the head.

Fischer was taken to the University of Maryland Shock Trauma Center, where he was listed in serious condition, Monroe said.

The detective who discharged his firearm will be placed on routine administrative leave pending the outcome of the investigation by the Baltimore City police and the Anne Arundel County Police Department will conduct an administrative review of the shooting.

On Tuesday, Officer Stephen Taylor, a 10-year police veteran, fired two shots at a Crownsville man after he reportedly refused to drop a loaded rifle,striking him once in the stomach.

Ricky Alan Brown, 49, was taken to the Shock Trauma, where he was listed in stable condition

According to Lt. David Waltemeyer, Taylor thought his life was in “imminent danger.”

Taylor was placed on administrative leave pending the investigation.
