WHAT: After the Little Shell tribe of Chippewa Indians apparently used a $180,000 annual tobacco prevention grant for unrelated purposes — including travel expenses, tribal elections and a newsletter — the state is likely to give it a huge $617,000 stimulus grant anyway, provided that the tribe change its lax accounting procedures.
WHY IT’S AN OUTRAGE: Taxpayers from other states should not be asked to throw good money after bad in Montana.
