State police ID body of second woman found in Perryman field

Maryland Police said Wednesday they have identified the second of two bodies found dead in a field in Perryman on Sept. 15.

She was 51-year-old Joyce Ann Toliver, who was last seen in Aberdeen in May, according to a news release issued by state police.

Believed to be a resident of Harford County, Toliver was identified through DNA testing, police said.

The exact cause of death is still under investigation.

Toliver is the fourth woman to be found dead in Harford County since June.

Sheila Ann Turner, 42, of Aberdeen was found on June 2 in the same area where police found Toliver and the body ofJennifer Lynn Blankenship, 25, of Aberdeen on Sept. 15.

Lillian Abramowicz Phelps, 43, of Elkton was discovered June 14 along Oakington Road in Havre de Grace.

Charles E. Burns, 35, of Bel Air, was recently indicted on charges of murdering Phelps, in addition to the physical and sexual assaults of six other women, at least one of whom alleged he attempted to kill her by choking her. The woman also said that Burns took her to the same area in Perryman where the bodies of Toliver, Blankenship and Turner were found.

Burns was taken into custody on June 15, and is being held at the Harford County Detention center without bond.

He has not responded to two written requests by The Examiner for an interview.

State police were tight-lipped regarding additional information about Toliver, referring all questions to the Harford County state?s attorney, whose office said he was out this week.
