Palestinians laborers work at a construction site in the Jewish West Bank settlement of Maale Adumim, near Jerusalem. Tuesday, Sept. 16, 2014. Israel's settler population in the West Bank increased by 2 percent in the first half of the year, an advocacy group announced Tuesday, signaling robust growth in the settlements even while Israel was conducting peace talks with the Palestinians. The new figures drew criticism from the Palestinians, who seek the West Bank as part of a future state. The Palestinians and most of the international community consider Israeli construction there to be illegal or illegitimate. (AP Photo/Dan Balilty)

This undated image released by the Israel Defense Forces on Thursday, Sept. 4, 2014 shows a graphic overlay of a satellite image that purports to show Hamas military compounds next to civilian houses and a hospital of Jebaliya, northern Gaza Strip. With a 50-day war in Gaza behind it, the Israeli military is gearing up for what could become its next big battle: the possibility that a U.N. investigation could result in war-crimes allegations. The army has beefed up its legal staff, is conducting internal investigations of its wartime actions and has prepared a detailed PR campaign of satellite photos and video clips_ all with the goal of explaining why its campaign was justified and necessary. FILE - This undated file image released by the Israel Defense Forces shows a combination of three photos of Israeli teens Eyal Yifrah, 19, Gilad Shaar, 16, and Naftali Fraenkel, a 16-year-old with dual Israeli-American citizenship, who disappeared while hitchhiking home near the West Bank city of Hebron late at night on June 12, 2014, and were never heard from again. Their bodies were found two weeks later. Saleh Arouri, a senior Hamas leader, said on Wednesday, Aug. 20, that the group carried out the kidnapping and killing of the three Israeli teens in the West Bank in June - the first time anyone from the Islamic militant group has said it was behind the attack that helped spark the current war in the Gaza Strip. An ultra-Orthodox Jewish man carries the body of Avrohom Wallis during his funeral in Jerusalem, Monday, Aug. 4, 2014. An assault carried out with a construction vehicle served as another reminder of the tense climate. Israeli TV stations broadcast a series of amateur videos of the attack, in which a Palestinian man used the front shovel of a construction excavator to ram a bus and tip it over. Police said a man who worked at the site was run over and killed by the construction vehicle. He was identified as a 29-year-old religious inspector whose job was to ensure that ancient graves were not damaged by construction work. A policeman who happened to be in the area shot the driver, who was identified as a resident of a Palestinian neighborhood in east Jerusalem. The man's uncle, Hisham Jaabis, said the incident was a traffic accident and that his nephew had been gunned down in cold blood while trying to dodge the bus.
