Harris plan to give forgivable loans to black men would collide with Constitution

    Vice President Kamala Harris’s proposal to provide fully forgivable loans to black entrepreneurs would likely be challenged in court as unconstitutional.

    This week, Harris proposed giving a million loans, forgivable up to $20,000, to “black entrepreneurs and others who have historically faced barriers,” a policy that legal scholars said would be unconstitutional.

    The campaign said in an information sheet that the loans would stem from “a new partnership between the Small Business Administration and trusted partners on the ground” for entrepreneurs “who have a good idea but don’t have the resources, connections, or access to capital to get their business off the ground, as well as entrepreneurs locating in underserved communities.”
