Va. House panel kills bans on talking, texting while driving

Fear not, Virginia drivers: You’ll still be able to talk on your cell phone or text to your heart’s content — as long as the police don’t pull you over for something else.

The House of Delegates’ Militia, Police and Public Safety subcommittee on Thursday struck down bills that would have made talking on a cell phone or texting while driving primary offenses. They are now secondary offenses, which means police can not pull over a driver only because they’re talking or texting.

The panel also struck down a measure that would have let police ticket drivers with provisional licenses – teenage drivers, for example – for talking on cell phones.
