Top staffer to Harford County delegation dies at 46

The office staff of state Del. Barry Glassman is mourning one of its own after the Harford County delegation?s chief of staff died suddenly Friday.

Kem Legg, 46, was top staffer to Glassman and other county delegates in their Annapolis office. She died Friday from complications during surgery, said Linda Cartwright, a staffer in Glassman?s Harford County office.

“Everybody?s shocked here,” Cartwright said. “She?ll be sorely missed, not only in Annapolis, but in Harford County among all the people she worked with.” As the keeper of Glassman?s schedule, Legg dealt with many people and organizations in Harford County, including members of the county government and the Board of Education.

Legg had worked as chief of staff in the Harford delegation?s office for seven years, and had previously worked as a clerk in the House of Delegates and as a secretary in the House majority office.

“The Harford County delegation has five delegates in one office, which makes it one of the larger ones,” said Brian Young of Bel Air, who had worked for six years forGlassman under Legg. “Kem kept that office running smoother than any other office in Annapolis.”

Since her death, Glassman has been hearing condolences from people in Annapolis ranging from House Speaker Michael Busch to the janitors with whom Legg would often stop and talk, Young said.

Glassman was unavailable for comment Tuesday, but said in a statement that Legg was “loved by all the agencies that came to meet with the delegation.”

“She was loyal and steadfast to Harford County even though she lived in Kent County,” Glassman said.

Memorial services for Legg will be at 1 p.m. today at the Kent Island United Methodist Church in Chester, Md. In lieu of flowers, her family is requesting donations be made to a memorial fund that will benefit her three sons, Ryan, Jared and Cory.
