A Delaware television station has obtained surveillance video of defense consultant John P. Wheeler III taken two days before his body was found in a landfill. The video appears to show Wheeler, a veterans advocate who helped create the Vietnam Veteran Memorial on the National Mall, wandering the parking lot, searching for his car in a downtown Wilmington parking garage. He appeared disoriented and was holding a shoe, an employee told the station. Also, the Philadelphia Inquirer reported that police have evidence that Wheeler, 66, might have tried to burn down the home of a neighbor in a property dispute just days before his death last week. Wheeler’s body was found New Year’s Eve while workers where unloading a garbage truck.
