Arlington County’s new residential parking permit plan is scheduled to go into effect Sept. 4.

The program requires Arlington residents to have a 2006-07 tag on their bumper in order to park in certain neighborhoods near high-traffic and high-congestion areas. The tags are an indication the owner of the car lives in the area and should not be ticketed.
