House Minority Leader Nancy Pelosi warned Thursday that House Democrats won’t back the latest GOP offer to fund the government and provide money to combat the Zika virus.
“Where we are is, so far I have not seen anything our Democrats in the House would vote for,” Pelosi, of California, told reporters Thursday. The deal is currently stalled in the Senate, where Republicans and Democrats have been trading offers.
Democrats want to change current law by adding language that would allow the Securities and Exchange Commission to require public companies to disclose campaign spending. Republicans hope to add language delaying the Oct. 1 transfer of authority over Internet addresses to a global corporation.
The parties are also debating extra funding for Flint, Mich., where lead has contaminated the water supply, and for Louisiana, where floods have devastated the Baton Rouge area. The latest GOP offer excludes money for Flint and Louisiana.
“The Senate has received a counterproposal from the Republicans which, in my view, is not even worthy of a counteroffer,” Pelosi said. “It falls very short.”
Among House Democrats, Pelosi said, “We have some members say they are not voting for anything that doesn’t have Flint [money] in it.”
Pelosi said House Democrats also oppose all the spending offsets for the $1.1 billion in Zika funding and would only accept a smaller offset number. The current Senate deal includes $750 million in offsets.
House Republicans will likely need votes from Democrats in order to pass a final spending package because many GOP conservatives will likely vote against it.
But time is running short. The current fiscal year ends on Sept. 30, and that is when government funding runs out. Failure to pass a bill by then would lead to a partial government shutdown.
Both chambers will remain in session next week.
Majority Whip John Cornyn, R-Texas, said he expects the Senate to pass the legislation and send it to the House by mid-week. As of Thursday morning, however, there was no deal, according to a top Democratic leadership aide.
