WHO: The Department of Transportation WHAT: The southern Oregon city of Grants Pass has approved a plan that would spend federal highway funds on five bus shelters projected to cost $106,000 apiece.

WHY ITS AN OUTRAGE: At a time when the federal Highway Trust Fund is almost bankrupt, the Department of Transportation should be building highways, not wasting half a million dollars on extravagant bus stops.
