All seven of the Baltimore County Council members voted on a resolution Monday prohibiting them from raising campaign funds during the county?s yearlong comprehensive rezoning process. The process will begin Sept. 1 and will last through September 2008. Two Democratic councilman, District 5?s Vince Gardina and District 7?s John Olszewski Sr., expressed hesitation before the vote. The council, they said, has traditionally agreed to halt fundraising during rezoning in an informal “gentlemen?s” pact.
