UPDATE: Laniers says cops’ transfers not Sheen-related

UPDATED, 6:20 p.m.: Police Chief Cathy Lanier responded with the following: “We put out a teletype on details and transfers every Friday. Numerous personnel changes were made for the efficiency of the Department. None of those personnel actions on Friday’s teletype were disciplinary in nature related to this investigation. The Sheen investigation is still ongoing.”

 

Two ranking officers in the D.C. police unit that was responsible for providing actor Charlie Sheen a high-speed escort have been transferred to the Patrol Services and School Security Bureau, internal documents obtained by The Washington Examiner show. 

Capt. Robert Atcheson and Lt. Stuart Emerman were transferred from the special operations division, which is responsible for police escorts, to the less-than-glamorous patrol and school security bureau on June 3, the document says. 

The day before the transfer, D.C. police Chief Cathy Lanier told WTOP that the investigation into the Sheen escort had concluded.

“We have determined that the Sheen escort was in violation of the policy,” Lanier said. “It was authorized by a mid-level manager. It was a last-minute phone call because he was running late, and that’s why that decision was able to be made.”

Emerman oversaw the planning of escorts in the unit, and Atcheson was his captain. 

“There were more than 20 names on the personnel type on Friday,” police spokeswoman Gwendolyn Crump said in an e-mail to The Examiner. “I don’t know the details of why they were moved.”
