What: Used $783,000 of taxpayer stimulus money that invites 100 malt liquor and marijuana users in Buffalo to call in and punch numbers on the telephone to record their habits each day. Each will be paid at least $45 for their time.
Why it’s an outrage: Sure, economic times are tough, but drinking malt liquor and smoking marijuana don’t lead to very much productivity. And how will the potsmokers remember the phone number?
