Police conducted a massive manhunt for Reinking following the shooting early Sunday morning.
Law enforcement believe Reinking, wearing only a green jacket, opened fire at the Waffle House.
Police credit 29-year-old James Shaw Jr. with stopping the rampage by rushing the shooter and throwing his weapon over a counter.
Law enforcement said Sunday that Reinking had been on their radar prior to Sunday’s shooting. He was arrested by the U.S. Secret Service in July for being in a restricted area outside the White House.
The Secret Service said Reinking was charged with unlawful entry after crossing a security barrier near the White House complex. He reportedly wanted to meet with President Trump.
Following his arrest in 2017, Reinking’s firearms authorization was revoked at the FBI’s request. Police in Tazewell County, Ill., seized four weapons, including the AR-15 rifle allegedly used in the shooting Sunday.
The firearms, though, were ultimately returned to Reinking by his father, law enforcement officials said.
