Officer Sean McGarvey, who has been with the Annapolis Police Department for about a year and a half, will be honored Monday at an Annapolis City Council meeting for saving the life of Maryland State Trooper Billy Smith.
McGarvey “epitomizes what a good officer is,” department spokesman Hal Dalton said.
The May 5 incident began when Smith tried to arrest Roger Alan Trott of Ridgely for a suspected drug transaction. Trott resisted and drove away, dragging Smith by the arm, police said. When Trott crashed his vehicle, Smith was able to break free and confront Trott again, but Trott managed to wrestle away the officer?s handgun.
When McGarvey arrived, Trott had the gun pointed at Smith and refused to drop it. That?s when McGarvey shot and killed Trott, police said.
McGarvey was placed on administrative leave, which is standard for every police shooting.
He was cleared of any criminal actions Oct. 5, said Kristin Riggin, spokeswoman for the Anne Arundel County State?s Attorney?s Office. He was removed from administrative leave and still works for the department.
This is only the fourth Medal of Honor to be awarded to an Annapolis police officer.
