The state medical examiner ruled the death of a Baltimore City boy at a Carroll County juvenile facility a homicide, investigators announced Monday.
“We?re relieved. That?s what we suspected it would be,” said Danielle Carter, whose brother, Isaiah Simmons III, died Jan. 23 after staff members at Bowling Brook Preparatory School in Keymar allegedly sat on him for three hours.
