The alleged sexual assault of a child at a Ruby Tuesday restaurant in Westminster has shaken the community and reinforced what child advocates? stress are “common sense” strategies for protecting children.
“The most important thing is to always keep an eye on your children,” said Detective Doug Epperson, of the Carroll County Sheriff’s Office.
“If you can?t be with your children at all times, make sure they practice the buddy system,” said Jodi Campbell, of the Kids Peace Institute, a charity that serves children and families in crisis.
A predator is far less likely to assault two or more children together than one alone, she said.
“Parents need to emphasize that ?strangers? do not look ?bad,? but actually look like regular people they see everyday,” said Laurie LeComer a Connecticut-based consultant on child development and behavior.
According to Epperson, Jasen Anthony Weigman, 23, of Westminster, approached a 7-year-old boy from behind, covered his mouth and forced him into an empty bathroom stall, where Weigman proceeded to molest the boy on Monday.
“This child did exactly what he had to do in the situation, because at that point, the goal is to stay alive,” said Epperson.
The boy was allowed to leave the bathroom, before alerting his father of what happened.
“The safest thing is to walk into the bathroom with your child and remain there until your child is finished,” said Epperson.
Weigman is in custody and charged with second-, third- and fourth-degree sex offenses, second-degree assault, perverted practice and false imprisonment.
