The four victims were sitting in a car outside Traffic Bar and Lounge in Odenton about 1:30 a.m. Nov. 16 when the three suspects “crept up on the vehicle and opened fire,” Capt. David Waltemeyer, commander of the Criminal Investigation Division, said at a news conference at police headquarters in Millersville.
“This is the most violent crime that we’ve had in a long time over there,” he said.
Russell Kelscoe Harden, 26, of the 900 block of First Street in Baltimore; Damon Daryl Dodd, 31, of the 100 block of Jeffrey Street in the Brooklyn section of Baltimore; and James Samuel Watkins, 21, of the 5200 block of Brookwood Road in Brooklyn Park, were charged with first-degree murder, police said.
The shooting left Demarcus Terrell Beans, 20, and Terrance James Covington, 25, both of Annapolis, dead in the North Odenton Shopping Center parking lot.
Harden was arrested Thursday and turned over to federal authorities on a warrant charging him with violation of federal probation, police said. He will be served with the Anne Arundel charges when released from federal custody, police said.
Dodd, who was arrested Friday, and Watkins, who was arrested Saturday, are being held at the county detention center without bond, police said.
The fourth suspect, Kecia Veronica Liverpool, 31, of the 900 block of First Street, is being held at the county detention center on $2 million bond, police said.
“These suspects essentially ambushed the victims,” said Anne Arundel Police Chief Col. James Teare Sr.
Police said the shooting was motivated by a long-standing feud, but that the nature of the dispute is unknown. Waltemeyer said there is no evidence that drugs or gangs were involved.
Another male victim was found on the lot suffering from a gunshot wound. A fourth victim was found in a car after he tried to drive away and crashed the car on Annapolis Road near Route 32, police said.
Police are withholding the names of the surviving victims for their safety. One of them was treated at a hospital and released. The other remains in stable condition.
