Another key figure has been charged with concealing the theft of government money by former D.C. Councilman Harry Thomas Jr.
James Garvin, a golf pro and board member at Langston 21st Century Foundation, has been charged with withholding information of a felony and is expected to plead guilty. He faces up to three years in prison, according to sentencing guidelines, but is expected to receive a much lesser penalty.
Marshall D. Banks, president of Langston 21, pleaded to the same crime last week. Langston 21 is a nonprofit associated with the Langston Golf Course that provides golf programs for youth.
According to charging documents, Thomas steered $400,000 in city money earmarked for children’s baseball programs to Langston 21, and nearly all of it was kicked back to Thomas for his personal use. Prosecutors say Garvin and Banks were aware of the embezzlement and concealed the crime from authorities.
Thomas, 51, pleaded guilty earlier this month to the theft of more than $350,000, admitting to using the money to buy luxury vehicles and take lavish vacations.
