Phillip Campbell, assistant to the county executive and clerk to the Board of County Supervisors in Prince William County, has won the 2010 Quill Award from the International Institute of Municipal Clerks.
Campbell is the second Virginia clerk to win the award. He was also named “Virginia Municipal Clerk of the Year” in 2002.
The Quill awards institute members who have made significant and exemplary contributions to their community, state or province and IIMC.
